Our Mandate

Every Aspect of Law Reform, Carried Out in the Public Interest

The Commission’s functions are set out in Section 3 of the Law Reform Commission Act, 2011 (Act 822). Our work spans research, consultation, drafting of reform proposals, and advisory services to government and the private sector.

Receiving Reform Proposals

We receive, consider, and make proposals for the initiation and reform of any law in Ghana, from any member of the public, institution, or government body.

Legislative Examination

We prepare and submit proposals for the examination of different aspects of the law, including recommendations for codification and consolidation of legislation.

Modernisation of Laws

We make practical proposals for the development, simplification, and modernisation of the law, ensuring Ghana’s statutes are fit for purpose in a changing world.

Policy Advisory

We advise the Minister of Justice and Attorney-General on policies for law reform, drawing on research, comparative study, and public consultation outcomes.

Research & Examination

The Commission undertakes examination of particular areas of the law and formulates proposals for reform after conducting thorough research. Our lawyers and researchers draw on Ghanaian legal history, international best practices, and comparative analysis from other jurisdictions.

Consultation Papers

The Commission produces and disseminates consultation papers for all enquiries. These documents outline the current state of a law, identify areas for reform, and invite public response. They are distributed to stakeholders and made publicly available.

Written Submissions

Members of the public, professional bodies, Ministries, Departments, Agencies, and NGOs are invited to submit written responses to the Commission’s consultation papers. These submissions directly inform our reform recommendations.

Law Reform Reports

The Commission’s final reports are its primary output. Each report reviews a specific area of the law and sets out detailed recommendations. These are submitted to the Attorney-General and Minister of Justice for potential legislative action.

Advisory to Government & Private Sector

We provide advice and information to Ministries, Departments, Agencies, and the private sector on matters relating to law reform and amendment. We also gather information on the legal systems of other countries to support our advisory work.

Promotion of the Rule of Law

Underpinning all our functions is a commitment to the Rule of Law. By updating, modernising, and reforming Ghana’s statutes, we contribute to a legal environment in which rights are protected, obligations are clear, and justice is accessible to all.
